Warden Draper is the prison warden of Stryker's Island Penitentiary.

When Superman came to the Stryker's Island Penitentiary, to look up on Winslow Schott AKA Toyman, Warden Draper showed him that Schott was kept under constant supervision in "hyper-solitary". Less than an hour later inmate Bruno Mannheim came running up to Warden Draper, begging him to protect him from Batman.

Carl Draper/Master Jailer as he appears in the comics
Carl Draper is the real name of the villainous Master Jailer, an enemy of Superman, who first appeared in Superman #331 (January, 1979). Carl went to high school with Clark Kent and Lana Lang. It is unknown if Warden Draper is Carl Draper, or a relative of him.
