St. Roch.
St. Roch is a location fifty miles off the coast of (presumably) the United States of America. It is unknown if "St. Roch" is the name of an island, located near a supposed oil platform (in actuality, a 33,1 facility), or if it was the name of the oil platform itself.

St. Roch was among the locations, across the planet, where Lex Luthor set up a 33,1 facility, after finding evidence of metahumans living in the area. The St. Roch 33,1 facility was destroyed by superhero Aquaman, a member of Green Arrow's team.[1][2]
