Ross Webster was created for and first appeared in Superman III (1983), where he was portrayed by Robert Vaughn. Webster was the film's main antagonist. He was depicted as wealthy industrialist, who sets out to destroy Superman. The character pre-dates the depiction of Lex Luthor as a wealthy industrialist, which Luthor became with the John Byrne reboot in 1986.
