Luthorcorp scientists and individuals working with them created refined kryptonite for scientific purposes. It could be considered a Luthorcorp experiment. Lionel Luthor was going to use the Kryptonite key to unlock the mysteries of the Kawatche Caves. Clark used the key to destroy the ship. Lionel implied he wanted to make a Starblade out of Green Kryptonite that had been refined. Tommy Lee was in Belle Reeve where he was injected with refined Green Kryptonite, which made his powers stronger.

Refined Green Kryptonite is more potent than regular Green Kryptonite, because it has higher radiation levels. Its infections are more viral than meteor rock exposure, therefore it can make stronger meteor freaks and enhance their powers. Refined lead can effectively counteract its effects.
