Paul Chan was a Smallville High School student in the same year as Clark Kent, Lana Lang, Chloe Sullivan and Pete Ross. He was the elected student body president for the 2002/2003 school year.
Season 1[]
During the end of his freshman year, Paul ran in the school election against rival candidates Sasha Woodman and head cheerleader Felice Chandler. According to Pete Ross, Paul was certainly the most qualified in terms of leadership, more so than Sasha, but disadvantaged socially against Felice because "elections aren't about merit, they're about popularity".
When printing campaign fliers at home, Paul was attacked and stung very badly in his own bathroom by a swarm of bees controlled by Sasha, an overly competitive meteor freak, rendering him hospitalized and incapacitating his campaign. During Paul's absence, Clark Kent was convinced by Pete to join the election and quickly became the new popular candidate, and both Felice and Sasha subsequently dropped out due to bee-related incidents. Despite an essentially one-man race for Clark, Paul still won the election in absence with an overwhelming landslide, much to the chagrin of Clark and Pete, as Paul had superior credentials, clear stances on school issues and a public endorsement by Chloe Sullivan in the Torch editorial. His victory was celebrated at the Talon, though he was unable to attend the party due to still being in hospital recovering from his injuries.

- In his campaign flyers, Paul used a cartoon caricature dressing in an outfit that references the Superman suit.
- It is unknown if Paul was among the students shown graduating from Smallville High in the spring of 2005.
- According to a Smallville Torch article, had moved to Smallville from Keystone City in 2001.
