The latter (the Man in the Iron Mask) was later revealed to be the Jay Garrick/the Flash of Earth-3 (with the role being recast with John Wesley Shipp, once the mask was removed), making Lucas Wolf the second actor to portray Jay Garrick on live-action (the first being Billy Mitchell, who played Jay Garrick on Smallville).
