Douglas Parker first appeared in Superboy #88 (April, 1961). He was the chief of police in Smallville, when Clark Kent was a teenager (and active in the town as "Superboy"). Parker once had a foster daughter named "Marie Elkins" (in reality, Legion of Super-Heroes member Triplicate Girl from the 30th Century).
