The Department of Extranormal Operations, or the D.E.O. for short, is a mysterious underground agency of the United States government, run by Steve Trevor following the ousting of Bones.

D.E.O.'s headquarters is a hidden underground facility located in Washington D.C. Inside the facility there are many long corridors and rooms among them Director Bones' main office and the Black Room, which is full of relics and magical objects, one of them being the big urn where Hippolyta was held in. 

There is also a D.E.O. prison facility located in Alcatraz Island in San Francisco Bay.

Season Eleven

In Africa, Lana Lang asks Lois Lane what will happen to John Corben, and Lois says that a Department called D.E.O. communicated with her father, General Sam Lane, and took John into custody.

In Washington D.C., Senator Martha Kent gets into the car of a man who is nicknamed "Bones" and is the director of the secret organization called D.E.O. Director Bones, impressed by Martha's achievements on repealing the Vigilante Registration Act, asks her to work for D.E.O. when her term as a federal senator ends, but Martha seems not to be interested in collaborating, having already been aware of the organization's actions when she was still acting as "Red Queen" against Checkmate.

Bones' agents inform him about the attackers.

At the headquarters of D.E.O., Bones protests the level of ineptitude of his men against the attack suffered by the Senator. He is also angry because his men recently lost the trail of the White Martian that appeared in Gotham City months ago. Then one of his men reports to Bones that Clark Kent is outside their headquarters. Bones sends Steve Trevor to welcome him.

Inside the facility, Steve tours Clark, but does not tell him much except from the fact that the agency was formed to prevent unsupervised covert organizations like Checkmate from recurring. Suddenly an emergency alarm rings so Steve leaves and when Clark is left alone, and he prepares for action.

General Lane and Director Bones discuss about D.E.O.'s independent.

The next morning, the D.E.O. has the cathedral, where Diana Prince and Lois Lane were attacked by harpies, quarantined while they are investigating the insides of the building. General Sam Lane and Mr. Bones discuss the events of what has happened. Sam Lane want assurance that the events shouldn't happen again or else the President will rethink the D.E.O.'s independence. Mr. Bones argues that the D.E.O. are moving in directions the Government can't and won't with General Lane said shades of Waller are poking through his makeup. Bones wonder how Superman wound up in all of this. General Lane replies wherever his daughter goes, trouble and the Man of Steel are sure to follow, but not necessarily in that order. Bones ask what happened to keeping a passive eye on him, with Lane saying that the recon was being generated by an outside vendor who has experienced some "technical difficulties" . But he hears Superman had it all under control before Team 7 arrived and started shooting up the place while Bones was wondering where the team's leader is. Then Sam Lane says he has a pretty good guess.

Bones learns one of his private alerts went off.

In his office, Bones gets his weekly makeup application in order to hide his true look, a black skeleton. He then learned that one of his private alarms and a specific fingerprint match was made through IAFSIS.

Bones demands Diana's arrest.

Later the D.E.O. surrounds Steve Trevor's apartment with Steve trying to explain that he has no idea why but Diana, who is with him, quickly shushes Steve before preparing to go to battle. Meanwhile Bones is outside calling for Diana's arrest.

Diana admires the craftsmanship of the tank before breaking it down effortlessly. Bones orders the soldiers to shoot at her again, and when they do hit Diana, she appears yet again unharmed. Diana then proceeds to destroy the tank and as she flips it over, one of the soldiers inside accidentally press the fire button which causes the tank to explode but fortunately Superman saves the soldiers just in time. Steve then comes out of his apartment and tries to reason with Bones and General Lane but Lane orders to fire at them again. Diana succeeds to deflect the bullets and save Steve but more soldiers fire at her. Suddenly, as Diana is busy on fighting the soldiers of D.E.O., a sniper aims at the head of Trevor and shoots at him but thanks to the quick intervention of Superman, who catches the bullet with his hands, Trevor doesn't get killed.

The D.E.O. arrests Diana and Superman argues about it with General Lane.

General Lane explains to Superman that the attack Bones ordered against Diana has been approved by the U.S. President himself. Superman defends Diana by saying she hasn't done anything wrong and she is only looking for her mother. Bones then responds by saying to Diana that he can take her to her mother. Diana accepts the offer and to even being handcuffed with magical shackles, saying that if they keep their word she will not struggle. D.E.O. then takes Diana into their custody and moves her from the scene.

Faust reveals the reason he wants Diana.

Somewhere else, Felix Faust watches as his spell, that he made with a drop of his blood, has led D.E.O. to catch Diana. With Diana's presence inside D.E.O.'s facility he feels confident as he needs her to release his master from the prison he was locked in years ago by the Amazonian queen Hippolyta, who is also revealed to be a prisoner of the D.E.O.

Bones tortures Diana.

Diana is being tortured by Bones in D.E.O.'s headquarters. Bones reveals to her the truth about him, Faust and the real mastermind behind all this, Hades, the God of Death. He says that many years ago, when they were fighting in World War II, Bones and Faust made ​​a deal with Hades to give them extraordinary longevity. Bones says he was unable to fulfill his part of the deal and so he paid the prize, implying that Hades is responsible for his skin's condition. After his revelation, Bones continues to torture Diana explaining that he wants to prevent her from hindering Faust's plan and also he wants to find what are her limits.

Chase explains that the "monks" are there to prevent evil forces from entering or leaving the facility.

Somewhere else inside D.E.O's facility, Clark, in his civilian disguise, is welcomed by another special agent of the organization, Cameron Chase. She presumes that he is here to continue the tour he began and Clark says that he was expecting Commander Trevor. Chase says that Trevor is on administrative leave at the moment. She also says that Director Bones strives for a greater level of transparency with the American public than their predecessor had. Then Clark asks her why they arrested an innocent metahuman. Chase says that this information is classified and asks him how does he know about that but Clark responds that his fiance's father was at the scene. While they are talking, Clark scans with his X-ray vision all the rooms of the facility. They then meet a group of men, whom Chase simply calls employees, looking like some kind of monks, chanting a song which, according to her, keeps the evil forces out, but Clark adds that it must also help keep them inside.

Faust and a giant monster attack the D.E.O.

Later Clark finds a room called the "Black Room", which is full of relics and foreign objects. Much to his surprise Clark also finds, inside that room, some kind of a big urn in which Queen Hippolyta is in suspended animation. Clark then tells Diana that he found her mother. Suddenly, Faust appears along with a huge monster, and the beast hits Clark with one of its tentacles.

Bones is informed by Cameron Chase that they are under attack by a hostile force, who aim the monks, who are supposed to protect the facility. Bones realizes that Faust leads the attack and that he actually played him. Diana mocks him by saying that he should had never made any deals with the "devil" and Bones replies, before loading his gun and leaving the room, that they will resume their conversation shortly.

Faust explains the reason behind his attack.

Faust has invaded the facility and orders his men to attack the monks, with the clear intention of canceling its containment of magic. Clark then comes face to face with Faust, who explains that he is after the jewel on Hippolyta's tiara, which is supposed to be the "eye" of Hades. Faust says that the god Zeus, Hades' brother, and Hippolyta imprisoned Hades, with the gem being the only thing that can free him and that Hippolyta's reward, for her accomplishment, was Paradise Island. Faust is now trying to release him, so he can fulfill his part of the deal he, along with the rest of the Shadowpact members, made years ago, in exchange of gaining eternal youth.

Bones fires against Faust.

Suddenly, Bones shoots Faust, saying that he will not let him destroy the world by unleashing Hades. Faust mocks him and tells him that Hades' challenge first cost him his skin, muscles, and now he is going to take away everything else. After which he proceeds to reflect the bullets back at Bones, seemingly killing him. Clark also gets hit and then Faust takes the gem from the tiara and throws it into the water. Suddenly an earthquake starts and a portal opens from which Hades emerges and says that he is glad to see the light of the stars again.

Clark asks for Diana's help to fight Hades.

Diana then appears and gives a couple of punches to Faust, warning him to stay away from her mother, but he immediately gets healed so Clark proceeds to hit him with his heat vision. Clark and Diana collect the body of Hippolyta and Diana tries to awaken her but Clark asks her to help him in the fight. Diana seems not to be sure if she can help him at the time, but Clark tells her to find out soon and then changes into Superman in order to face Hades.

Hippolyta angrily refuses help from D.E.O. doctors, claiming they already did enough for her.

Later the doctors of D.E.O. try to examine Hippolyta but she refuses, saying sarcastically that they already have done quite enough for her. She then tells to Diana to leave together and return to Paradise island but Diana says as happy as she is to see her again she cannot leave because her work here is not yet done. Hippolyta says she should't concern herself about the affairs of this land but Diana replies that Hades has been unleashed and sooner or later his seeking of vengeance for the other gods will lead him to Paradise Island too. So Hippolyta asks her what she will do to prevent this from happening and Diana says she will do what Hippolyta herself did once, she will fight.

At the D.E.O.'s headquarters, which is under siege, Cameron Chase tries to load her gun while a man is heading towards her. Diana takes out the man with her lasso and defeats some more of Faust's other men. Chase then asks her who she is and Diana responds by saying they are going to find out.

Diana reveals that she joined D.E.O.

Steve becomes D.E.O.'s new Director.

Later at Andrews A.F.B., General Lane accompanies Queen Hippolyta to the plane, that will transport her back to Paradise Island. Hippolyta asks agent Chase, who will be the pilot of the plane, to assure her that no one will follow them and Cameron tells her that they will not be followed or tracked because the plane is actually invisible so they will barely even seen. Then General Lane assures her that she is in good hands because Chase is a very good pilot. Before she leaves Hippolyta says goodbye to her daughter, who is now an agent of D.E.O. After Hippolyta's departure, the new director of D.E.O. Steve Trevor, calls all his agents, including Diana, saying they have a world to protect. Steve then asks her if she is ready and she responds "are you?".

The D.E.O. recaptures Phosphorus.

At San Francisco, a prisoner of D.E.O with the power of fire manipulation named Doctor Phosphorus, has just escaped from its headquarters in Alcatraz Island and causes havoc in an amusement park nearby. The authorities ask for someone to stop him. Fortunately, Jay Garrick's team of teen superheroes manage to stop Phosphorus by knocking him into the sea.

Later, some D.E.O. agents proceed to recapture Doctor Phosphorus from the bottom of the ocean, putting him in a containment box. One of them wonders how he could actually escape from the prison in the first place and says that he knows it didn't happen from the inside so that means that someone outside of the prison helped him. Hidden in a roof close by a mysterious woman who is watching the agents reveals that she was the one who let Phosphorus escape and she only did it so she can observe Garrick's team in action.

D.E.O. arrests Rose Wilson.

Hours later, when Ravager attacked Jay Garrick's team, Jay had to ask D.E.O.'s help. Jay says to Megan Morse to watch over the rest of the team until he gets back and he then speeds away heading to Alcatraz island. After some minutes he appears in a helicopter bringing D.E.O.'s soldiers with him and telling them that Rose is the one who freed their prisoner. With the team's collaboration the D.E.O. succeeds to arrest Rose. Suddenly Zan along with Jaime appear being on top of a huge pink dinosaur, in which Jayna has been transformed. Watching them the team shouts to the D.E.O.'s soldiers that the dinosaur is with them.

Diana asks for Watchtower's help.

At Watchtower, Diana contacts Tess Mercer in search of a prospect with magical powers that will help D.E.O. deal with magical and mythological threats. Tess says she knows just the person for the job but Diana has to get a hold of her agent first. Later, Zatanna Zatara tells John Constantine that she considers D.E.O.'s offer to become a consultant and John says that now that she doesn't have to search for any other cursed objects of her father's she is free to do what she wants.

Emil Hamilton examines Ray-Lan's body, while Steve Trevor observes.

In a D.E.O. quarantine zone, Emil Hamilton and his crew perform an autopsy on the Monitor's body, while Director Trevor observes. At the same time, Diana examines the Monitor's equipment and informs Steve that an item is missing. This apparent comms device which was present at the scene, was somehow lost and nobody knows where it might have gone.

D.E.O. searches for Prometheus.

Prometheus takes out the D.E.O. soldiers.

Oliver Queen joins D.E.O.'s team, led by Agent Chase in their search for the man who stole from their facilities. Chase asks what could Green Arrow bring to the table and Oliver says that he was the one who disabled all the traps they already walked through. When they find Prometheus, the mercenary attacks them with all kinds of weapons making them temporarily lose their hearing and sight. As he beats D.E.O.'s soldiers he leaves Oliver for the end and after he takes him out, he says "Game on" and passes through a boom tube.

After the confrontation with Prometheus, Agent Chase is left in critical condition and another member of D.E.O.'s team is dead.

At Watchtower, Chloe Sullivan communicates with the D.E.O. and they inform her about Prometheus' new location as they also activate "Arrow" as a field agent.

In an underwater facility of the D.E.O., Director Trevor confirms to Watchtower that there have been incidents related to the yellow rings in Washington, D.C. as well. According to Trevor, the rings focused on the U.S. Congress, with half the Senate and half the White House becoming the new carriers and starting attacking each other. Wonder Woman is already there, trying to control the situation but according to Trevor she will need all the help she can get. Then Trevor informs Green Arrow that new activity was detected by D.E.O.'s mystics in the boom tube Prometheus has been using. Steve asks Oliver if he is ready for the mission and he responds positively so Steve tells Zatanna to teleport him with one of her spells to where Prometheus was spotted.

Oliver defeats Prometheus and then he reports to Trevor.

Prometheus and his men arrive at Fort Knox via Boom Tube, intending to steal the gold that is kept there, but Green Arrow is waiting for them. After taking out his men, an one-on-one battle ensues between Arrow and Prometheus. Prometheus wonders if Green Arrow cares about his real identity but Oliver says that if he is not his counterpart from a parallel Earth he doesn't really care about it. During the fight, Oliver succeeds to get the upper hand and start beating Prometheus, raging over what he had done to Agent Chase's team and the fact that he almost took him away from his child, finishing him off with a massive headbutt. After that, he reports to Steve Trevor that the area is secure.

Oliver and Steve talk to Chloe and Diana about D.E.O.'s proposal.

Chloe, Oliver, Diana and Steve find out about Clark and Lois' disappearance.

In D.E.O.'s headquarters, Diana is helping Chloe through the base, and admires the pregnant Chloe saying that it is a thing of wonder and indicating that she hadn't seen any pregnant woman up close before her arrival in the men's world. When Chloe asks how is that possible and how the Amazons were created, Diana simply remarks that Themysciran affairs are complicated at best but she is sure that she will raise her young "warrior" well as he is in good hands. A surprised Chloe asks her how does she know her baby's gender and Diana says it is just women's intuition. Meanwhile in the same facility, Director Trevor is talking to Oliver about his victory over Prometheus and asks him to help in the training of a new elite branch of D.E.O. field agents, as it was suggested by the President of the United States, strictly until the baby is born and Green Arrow is able to suit back up. Before Oliver can give an answer, they meet with Diana and Chloe, who was revealed that she was already aware of the proposal and then suddenly the entire group receives a call from Watchtower, alerting them of Superman and Lois' disappearance.

Zatanna locates Clark and Lois' whereabouts.

In the Antarctic facility, Booster Gold and Skeets examine the supercollider for signs of sabotage. Booster, who is talking with his allies in D.E.O.'s facility, informs them that Clark and Lois were sucked in some kind of tear in reality, which Chloe identifies as the Bleed. Skeets says he is able to detect traces of unknown alien technology and they will continue tracking. Then Booster tells them he will keep them posted.

Zatanna is attempting a locator spell to discover where Clark and Lois have gone as the others look on. When the ritual is complete, she announces that Lois and Clark are in Metropolis. When the others tell her otherwise, the sorceress smirks and points out she never said the pair were in this Earth's Metropolis.


In the Comics

The Department of Extranormal Operations as it appears in the comics.

The D.E.O. is a U.S. government agency which investigates and processes metahuman activities and persons. It's headed by former Infinity, Inc. member, Mister Bones. Its headquarters is New York and they report to the US Secretary of Metahuman Affairs, which was originally Amanda Waller.

The D.E.O. first came to light in Gotham City when a Dr. Peter Malley merged with a sample from Clayface Cassius Payne to form into Clay-Thing. As it happened, Cameron Chase, on her way to visit her sister in Gotham before her very first D.E.O. assignment. Chase was contacted by an Agent Barrett and given the assignment of tracking Malley down. Naturally she crossed paths with the Batman, and the two captured him.

The D.E.O. also runs various facilities designed to house, train and study metahumans. One of their specimens, Greta Hayes, escaped, in which the D.E.O. called upon the newly formed Young Justice to recapture her. The team eventually learned that Hayes had been mistreated while in their possession and they let her go free. Hayes eventually joined their group as the Secret and led them back to the D.E.O. "orphanage" to free others like her.

When President Lex Luthor's appointed his cabinet, Amanda Waller was charged with overseeing Bones and the D.E.O. Bones eventually came to odds with his former colleagues in the Justice Society of America when the D.E.O. requested the team's aid in eliminating Kobra from Blackhawk Island. Following the mission, the JSA discovered that Blackhawk Express operation on the island was owned by the D.E.O. The JSA felt as though they were duped into doing the agency's dirty work, and left in anger. Bones had again been ordered to enlist the JSA's help by an unrevealed superior. He demonstrated reluctance to further betray his former colleagues, but is indebted to the D.E.O.

A rogue department of the DEO manages to convince Green Lantern to scan various heroes in order to detect a body-hopping supervillain. In actuality, they were using the data to create a new version of Amazo. Chase, Mr. Bones, Green Lantern and other heroes shut down the division. Amazo ends up destroyed and Green Lantern deletes the relevant information.

Sarge Steel is the director of the D.M.A. (Department of Metahuman Affairs), a subdivision of the D.E.O.
