Alexi is a Russian cosmonaut, and the leader of the Rocket Red Brigade.

Alexi was one of several cosmonauts on the Korolyov space station, when the station was suddenly attacked by a ribbon of energy. Alexi was space-walking while this happened, and his tether was broken, sending him floating out into the ethos. However, Alexi and the other cosmonauts were rescued by Superman.
After Alexi returned to Earth, the Prime Minister of Russia asked Alexi if he would like to start a program, to protect the country from within from outside threats. This program led to the creation of the Rocket Red Brigade, which Alexi became the leader of. Over the next few months, Alexi helped to prevent multiple meteor strikes in the country.
When Lex Luthor and American journalist Clark Kent traveled to Russia, the Rocket Red Brigade saved the LexCorp Jet. After they got down on the ground, Alexi began talking to Clark Kent. When a captured Monitor broke out, Alexi and the other Rocket Reds attempted to stop him, but the Monitor just cut right through them (injuring several of them). The Monitor then took off to Chernobyl (Ukraine), where the Prime Minister refused to send the Rocket Red Brigade.
Alexi remained on the base, with the other Rocket Reds, and Otis Berg. Alexi talked with Otis, until Otis took one of their armors and headed to Chernobyl to help Lex Luthor.

Alexei / Rocket Red #1 first appeared in Justice League #3 (July, 1987). He was a member of the Rocket Red Brigade, and friend of fellow Rocket Red Dmitri Pushkin (who joined the Justice League).
